An Executive Order signed by President Ferdinand Bongbong Marcos Jr. reorganizes the Presidential Communications Office (PCO) for more effective communication activities and efficient public service delivery, Malacaang announced Tuesday.
EO 16 supplements EO 11 (s 2022) signed by the Chief Executive last Dec. 29, 2022, which streamlined the administrative structure of the Office of the President (OP) and renamed the Office of the Press Secretary (OPS) to PCO.
As part of the circular, a secretary will be overseen by five undersecretaries, fourteen (14) assistant secretaries, and one (1) assistant secretary who reports directly to the chief operating officer.
Traditional Media will be led by the five Undersecretaries, while External Affairs Digital Media will be led by one Undersecretary. Added services include content production, broadcast production, and administration.
A new Presidential Adviser for Creative Communications will also coordinate closely with the restructured PCO on matters related to communication and information dissemination.

A number of Government Owned and Controlled Corporations (GOCCs) have been placed under the OP under EO 16 by amending or revising specified provisions of EO 2 (s 2022).
An assistant secretary will oversee the PCO’s government-owned commercial corporations such as People’s Television Network, Inc., APO Production Unit, and Intercontinental Broadcasting Corporation.
A number of other communication agencies also exist, including the Presidential Broadcast Service-Bureau of Broadcast Services and the Bureau of Communication Services News and Information Division.
The Philippine Information Agency’s Freedom of Information Office and the Presidential Broadcast Staff-Radio Television Malacaang will now also be under the direct supervision and control of the PCO.
It took effect immediately after publication in the Official Gazette, following Marcos’ signature on February 13, 2023.
